Article I
Name
Section 1: Name
(A) The name of this organization shall be the Alpha Psi Chapter of the Alpha
Beta Gamma International Honor Society, herein referred to as Alpha Psi.
Section 2: Affiliation
(A) This organization shall be affiliated with Del Mar College.
Article II
Purpose and Functions
Section 1: Purpose
(A) The purpose of Alpha Psi shall be to recognize and encourage scholarship
among junior and community college students in business curricula at accredited
two year colleges. Working toward this goal, Alpha Psi shall provide an opportunity
for the development of leadership and service, foster an intellectual climate
for exchange of ideas, provide lively fellowship for scholars, and strive
towards the stimulations of interest in continuing academic excellence.
Section 2: Functions
(A) The Society exists to confer distinction for high achievement in business
studies on students at two year colleges. The Society shall foster the spirit
of a liberal culture applied to business studies. Mental development shall
be stimulated and encouraged through the Society's programs. Alpha Psi members
shall stand for freedom of the mind and of the spirit and encourage democracy
in learning and in life. Alpha Psi members are encouraged to provide intellectual,
spiritual and civic leadership. Through chapter activities and ceremony the
traditions and customs of the society shall be propelled into the future.
Alpha Psi members are encouraged to be campus and community leaders with a
high regard for citizenship and the American tradition.
Article III
Membership, Meeting, and Fees
Section 1: Membership
(A) To be eligible for membership in Alpha Psi, a student shall be currently
enrolled in a business curriculum at Del Mar College; shall be carrying a
full-time student, shall have completed 15 credit hours and be currently enrolled
in a minimum of 3 credit hours and be currently enrolled in a minimum of 3
accredited college level hours. At least 12 hours of the student's work must
be in courses leading to a business degree. In addition to these requirements,
a student shall also be of good moral character, shall possess recognized
qualities of citizenship, and shall have established academic excellence of
a 3.0 GPA or its equivalent in business courses, as well as, a 3.0 overall
average.
(B) Eligibility qualifications will be reviewed each fall and spring semester.
(C) Members of Alpha Psi whose grade point average falls below 3.0 shall be
placed on probation for one (1) semester. At such time the member shall be
notified in writing of their probationary status. Members who have been on
probation for one semester and have raised their grade point average above
3.0 shall be considered in good standing. The membership of members who fail
to raise their grade point average above 3.0 after a semester on probation,
shall be terminated in writing and Alpha Beta Gamma National Organization
shall be notified.
Section 2: Meetings
(A) No meeting shall be held without a faculty advisor or a duly appointed
proxy.
(B) No meeting shall be held without a quorum constituting either 10% of the
currently enrolled membership or 10 members either in attendance or represented
by proxy, whichever is less.
(C) The rules contained in Roberts Rules of Order: Newly Revised, shall govern
this organization in all cases to which they are applicable and in which they
are not inconsistent with the Bylaws of this organization.
Section 3: Fees
(A) A one-time membership fee of $60.00 will be paid to Alpha Psi Chapter
in full no later than the last day of the fall semester [$35.00 to the National
Organization and $25.00 to the Scholarship Fund at the Alpha Psi Chapter.]
Article IV
Voting
Section 1: Voting
(A) Each member of Alpha Psi shall be granted one vote to be cast on each
motion brought before the membership.
(B) Should a member of Alpha Psi be absent from a meeting, he/she may vote
by proxy. A separate written proxy must be submitted for each motion brought
before the membership and must clearly state for which motion it is to be cast.
Blanket proxies are not allowed.
(C) Unless otherwise stated, no decision of Alpha Psi shall become final without
the acceptance of two-thirds (2/3) of the voting members present, and/or voting
by proxy.
Article V
Officers, Elections, and Faculty Advisors
Section 1: Officers
(A) The officers of Alpha Psi shall be the President, Vice President, Secretary,
Treasurer, Parliamentarian, Reporter(s), Historian, and Web Master.
(B) Officers shall be members in good standing and shall be currently enrolled
for 3 hours in accredited college courses at Del Mar College.
(C) Officers shall server a term in office of one (1) year.
(D) Offices may be created as determined necessary by the membership of Alpha
Psi. These offices may permanent or temporary. If permanent, its status shall
be shown as an amendment to these Bylaws.
Section 2: Election of Officers
(A) Nominations for office shall be held at the February meetings prior to
the March election meeting of the spring semester.
(B) Officers shall be elected at the last March meeting of Alpha Psi each
spring semester.
(C) Officers shall be elected by a majority vote of the voting members present,
and/or voting by proxy.
(D) Officers shall assume office at the last meeting of the spring semester.
(E) Officers shall preside at all meetings of Alpha Psi.
Section 3: Resignation from Office
(A) An officer may resign form office in writing at any time. A new officer
shall be elected immediately to sever the remainder of the un-expired term.
(B) Should the President resign the Vice President shall take over that office
and a new Vice President shall be elected immediately.
Section 4: Removal from Office
(A) No officer shall preside at a meeting or a portion of a meeting called
to remove himself/herself from their respective official position.
(B) Charges against an officer may be filed based on inappropriate, actions
or violations of Del Mar College's Student Organization Guide: Standard for
Code of Conduct
(C) Upon the acceptance of charges against an officer, a Grievance Committee
shall convene to investigate charges against the officer. A recommendation
for impeachment shall be accepted with a two-thirds (2/3) majority vote by
the special committee.
(D) An officer may be impeached by a vote of seventy-five percent (75%) of
the voting members present, and/or voting by proxy. A one week notice must
be given to allow members to vote on such a motion.
(E) A new officer shall be elected immediately to server the remainder of
the un-expired term.
(F) Should the President be removed from office, the Vice President shall
take over presidency and a new Vice President shall be elected immediately.
Section 5: Duties of the President
(A) The President shall oversee the responsibilities of the Executive Council
Committee.
(B) The President shall work with the Secretary on agendas and membership
meetings.
(C) The President shall keep the Secretary informed of all important correspondence.
(D) The President shall explain and decide all questions of order in an impartial
manner.
(E) The President shall put all motions to a vote and announce the result
of each vote.
(F) The President may appoint special committees.
(G) The President shall be the official representative of Alpha Psi to the
community and to other clubs and organizations.
(H) The President shall vote only to break a tie.
(I) The President shall serve no more than two (2) consecutive terms.
(J) The President may not be the President of another club or organization
at Del Mar College.
Section 6: Duties of the Presidential Advisor
(A) The Presidential Advisor is a permanent office created to assist, help
and council the Current President. In the absence of the President,
the Presidential advisor may assist the Vice President at the Vice
Presidents discretion.
(B) The Presidential Advisor shall act and has the same status within
Alpha Psi as all other current officers.
(C) The Presidential Advisor job duties / responsibilities are at the
discretion and disposal of the President, or the Vice President with
the Presidents approval.
(D) Requirements to be a Presidential Advisor are:
Section 7: Duties of the Vice President
(A) The Vice President shall oversee the responsibilities of the Leadership
Committee and Scholarship Committee.
(B) The Vice President shall perform the duties of the President tin the absence
of the President and shall be controlled by the duties of the President as
outlined in these Bylaws.
(C) The Vice President shall keep all records of Alpha Psi correspondence
as well as pertinent records related to the Alpha Psi.
Section 8: Duties of the Secretary(s)
(A) The Secretary(s) shall oversee the responsibilities of the Bylaws Committee
as this special committee is needed.
(B) The Secretary(s) shall keep the minutes of the meetings of Alpha Psi.
(C) The Secretary(s) shall read the minutes of the previous meeting at all meetings
of Alpha Psi. The Secretary may appoint an alternate reader and note taker
in case the official Secretary is absent.
(D) The Secretary(s) shall keep the members informed of all important correspondence.
Section 9: Duties of the Treasurer
(A) The Treasurer shall oversee the responsibilities of the Fund-Raiser Committee.
(B) The Treasurer is responsible for collecting all monies due Alpha Psi and
shall deposit same in a timely manner.
(C) The Treasurer shall keep a record of all dues paid by members.
(D) The Treasurer shall make disbursements as voted by the members of Alpha
Psi by check
(E) The Treasurer shall present a Treasurer Report at the first business meeting
each month following the receipt of the financial information from the Student
Development.
(F) The Treasurer shall give an annual financial report which has been audited
by the faculty advisors.
Section 10: Duties of the Parliamentarian(s)
(A) The Parliamentarian(s) shall oversee the responsibilities of the Activities
Committee.
(B) The Parliamentarian(s) is one who is versed in the rules and procedures of
parliamentary law.
(C) The Parliamentarian(s) shall advise the President or the presiding officer
on the procedures and processes of correct parliamentary law, and on questions
of order pertaining to transacting the business of the assembly legally, efficiently,
and impartially.
Section 11: Duties of the Reporter(s)
(A) The Reporter(s) shall oversee the Membership Committee and the Newsletters.
(B) There shall be two Reporters
(C) The Reporters shall report on the activities of Alpha Psi by providing
the National Alpha Beta Gamma newsletter ad the Del Mar College student newspaper
with news releases of the activities of Alpha Psi.
Section 12: Duties of the Webmaster
(A) The Webmaster shall develop and maintain a website for the Alpha Psi
chapter of Alpha Beta Gamma.
(B) The Webmaster shall update the Alpha Psi website with current events
or items that the membership feels are significant in a timely manner
when directed to do so by the President or duly appointed
representative.
Section 13: Duties of the Historian
(A) The Historian shall maintain and generate a historical view of all
significant Alpha Psi activities. This should include any events that
involve a substantial amount of members or whenever archival
material is presented to the Historian. The President may request that
specific events be added to the historical archive of Alpha Psi, prior to
the event, which may entail active participation and data collection by
the Historian.
(B) Although all types of media should be kept, a printed hard copy file,
printed photos, documents, etc., are preferred as the format and types
of retrieval devices change rapidly. This will ensure continuous
human readable archive.
(C) At the end of each semester, any archived material should be turned
over to the Faculty Advisor for safekeeping.
(D) Archived materials are to be kept in a presentable format.
Section 14: Duties of the Faculty Advisor(s)
(A) The Faculty Advisor(s) shall assist and provide guidance to the officers
and members of Alpha Psi whenever possible and should be an effective liaison
between the faculty and administration of Del Mar College and Alpha Psi.
(B) The Faculty Advisor(s) shall be present whenever the organization conducts
any activity which is considered an official organization function.
(C) The Faculty Advisor(s) shall keep the Chairperson of the Business Department
at Del Mar college informed of all Club activities.
(D) The Faculty Advisor(s) must attend an advisor orientation meeting.
Article VI
Committees
Section 1: Committees
(A) There shall be two types of Committees: Standing Committees and Special
Committees.
(B) Committees may be created as determined necessary by the membership of
Alpha Psi. If the new committee is a standing committee, its status shall
be shown as an amendment to these Bylaws.
Section 2: Term of Committees
(A) Standing Committees shall select new members in the fall of each year.
Committee members shall serve for one (1) year.
(B) Special Committees shall cease to exist upon the completion of their assigned
task.
Section 3: Standing Committees
(A) The Standing Committees of Alpha Psi shall be the Executive Council, the
Fund-raising Committee, the Activities Committee, the Membership Committee,
the Leadership Committee, the Scholarship Committee, and the Grievance Committee.
(B) The Committee Chairpersons shall be elected by a majority vote of the
voting members present, and/or voting by proxy.
Section 4: Special Committees
(A) Special Committees shall be convened for the purpose of resolving a special
problem within Alpha Psi.
(B) Special Committees shall be composed of members of Alpha Psi who have volunteered
to serve or have been appointed by the President to serve on the Committee.
Section 5: the Executive Council
(A) The officers of the Executive Council shall be the President, Vice President,
Secretary, Treasurer, Parliamentarian(s), and Reporter(s).
Section 6: Junior Achievement Committee
(A) Primary purpose of the Junior Achievement Committee shall be to
facilitate the administrative requirements of a Junior Achievement
presence from Del Mar College to the local, primary and secondary
schools.
(B) The Junior Achievement Committee shall assist with resource drives
within the campus to find volunteers willing to become part of the
Junior Achievement program.
(C) The Junior Achievement Committee shall be available to facilitate
orientation of the volunteers and coordination of physical materials the
volunteers may need. This facilitation may also entail coordination with
local area school teachers for timing of Junior Achievement materials in
their respective classes.
(D) The Junior Achievement committee shall also periodically follow up with
the Del Mar volunteers, (to the Junior Achievement) to ensure that the
program continues and the Junior Achievement message is delivered
in a harmonious and consistent manner to the satisfaction of the
recipients as well as the Junior Achievement Organization.
Section 7: The Fund-Raising Committee
(A) the Fund-Raising Committee shall coordinate the number of fund-raisers
with the Activities Committee.
(B) The Fund-Raising Committee shall be responsible for raising money for
operating costs.
(C) There shall be no conflict of interest by any member or their immediate
family when recommending or running a fund-raiser.
Section 8: The Activities Committee
(A) The Activities Committee shall coordinate the numbers of fund-raisers
with the Fund-raising committee.
(B) The Activities Committee shall coordinate social and community events
for the Alpha Psi members.
Section 9: The Membership Committee
(A) The Membership Committee shall notify all members of meetings of Alpha
Psi.
(B) The Membership committee shall compile a list of all officers, committee
members, and general members, and graduates.
(C) The Membership Committee is responsible for preparing membership invitations
to eligible Del Mar College students every fall semester.
Section 10: The Leadership Committee
(A) The Leadership Committee shall develop a list of guest speakers for each
semester.
(B) The Leadership Committee shall develop a list of conferences to be held
each semester.
(C) The Leadership Committee shall develop a list of trade organizations,
private organizations, businesses, etc., which might help with grants, scholarships,
internships, permanent jobs, business opportunities, or which might provide
guests speakers.
Section 11: The Scholarship Committee
(A) The Scholarship Committee is responsible for raising funds strictly ear-marked
for the Alpha Psi Chapter Scholarship Fund to be administered through he Del
Mar College Foundation based on the Alpha Psi Chapter's Guidelines and criteria
(B) The Scholarship Committee is responsible for recommending the Chapter's
guidelines and criteria.
Section 12: The Grievance Committee
(A) The Grievance Committee shall be representatives which are appointed from
each standing committee.
(B) The Grievance Committee shall convene upon acceptance of charges against
an officer.
Article VII
Finances and Reimbursements
Section 1: Finances
(A) All monies raised by the members of Alpha Psi Fund-Raising Committee are
for the use of the organization as a whole and all monies used for extra curricular
refreshments, etc.) must be acquired through the Alpha Psi fund-raising events.
(B) All monies raised by the members of Alpha Psi Scholarship Committee are
strictly ear-marked for the use of the Alpha Psi Chapter School Program.
(C) All monies collected by Alpha Psi shall be turned over to the Business
Office for deposit in a timely manner the next working day and must be verified
by two officers, and/or Faculty Advisors.
(D) No disbursements from collections shall be made. All payments will be
made by check.
(E) The club sponsors and officers of Alpha Psi shall be responsible for all
funds collected.
(F) All funds collected shall be deposited by the Treasurer, President or
the Faculty Advisors.
(G) A minimum balance of $200.00 shall be set aside for the following semester.
Section 2: Purchases and Pre-payments
(A) All purchase requests must be presented with a completed Activity Requisition
form.
(B) All receipts to document pre-payment and purchases must be turned over
to the Business Office with a completed Activity Refund Requisition Form.
(C) Any change left over must be re-deposited to the Club account.
Section 3: Reimbursements
(A) All receipts must accompany the activity requisitions before a check is
issued.
(B) Requests for reimbursements will not be honored unless properly documented
an signed by the Faculty Advisor.
(C) Social Security numbers will be needed if reimbursement is to be payable
to an individual.
Article VIII
Amendment of Bylaws
Section 1: Amendment of Bylaws
(A) Petitions for amendment of the Bylaws of Alpha Psi shall be signed by
three (3) officers or five (5) members of Alpha Psi.
(B) Petitions for amendment must be in writing and in the wording to be adopted
by the organization.
(C) All amendments shall become effective immediately upon ratification of
seventy-five percent (75%) of the members of Alpha Psi voting and/or voting
by proxy. A two week notice must be given to allow members to attend a meeting
to vote on such a motion.
Article IX
Dissolution of the Organization
Section 1: Dissolution of Alpha Psi
(A) In the event of the dissolution of this society, all funds shall be held
by the Student Development Office for a period of two (2) years.
(B) After a period of inactivity of two years, all funds will revert to the
General Scholarship Fund at Del Mar College.
