Background
Community and technical colleges are using skill standards in their occupational programs to ensure that the workforce skill needs of business and industry are met. The Texas Skills Standards Board (TSSB) has formally recognized such programs that incorporate skill standards into their curriculum. To have received TSSB recognition, program administrators have documented courses in which they teach skill standards content. They also have agreed to assess their students on the basis of the performance criteria specified in the skill standards.
This project pertains to the core indicators of performance, “Technical Skill Attainment” and “Credential, Certificate, or Diploma,” under the Carl D. Perkins Career and Technical Education Improvement Act of 2006. Funding is through the Carl D. Perkins Career and Technical Education Improvement Act of 2006 and will be awarded as an incentive to colleges that meet specific criteria related to the use of skill standards in career and technical education in community and technical colleges in Texas.
Del Mar College, as the 2009 administrator of the Perkins state leadership project 9104 “Technical Assistance for Skills Assessment, Plans of Study, and Incentive Grants”, is accepting applications for single-year curriculum development projects to incorporate TSSB recognized skill standards into new or existing college workforce curriculum.
Project Categories
Skill Standards-Based Curriculum Development Incentive Projects for Program Year 2009 (PY09) will be funded by three project types as found in this year’s Request for Application (RFA) link below. The RFA provides specific information on each project category in Section III of the RFA along with a side-by-side summary of the project types, required criteria, and required deliverables.
Request for Applications
The RFA is a process that involves three steps. Because the incentive awards to colleges is for specific curriculum deliverables, the application for these awards WILL NOT require colleges to request a specific amount of funding nor to provide any input amounts or costs of resources or personnel. A total of $50,000 is available for incentive awards.
Submission of Application
All interested applicants shall apply to Del Mar College in response to the RFA by completing the application forms from the link below (Microsoft Word interactive forms that may be downloaded and completed electronically). A separate application is required for each curriculum to be developed. Instructions for completing the application are located in the RFA Section IV.

Deadline
All applicants shall submit a completed application, including a copy of the Application Cover Page with original signatures. Detailed instructions on how to complete the application are found in the RFA Section IV.
