B2.5 Definition of Shared Governance:  Shared governance, as practiced at Del Mar College, is based first on respect for the opinions and ideas of all members of the College community including staff, faculty, administration and students, as each provides input to the decision making process.  Shared governance is the opportunity to provide thoughtful input, well supported by available data.  Shared governance is not a vote nor is it veto authority conferred on a person or constituency not responsible or accountable for the direct or unanticipated results of a decision.  Central to the practice of shared governance are the College councils and committees, ad hoc and standing, that are expected to provide advice and recommendations to the President.

 

Shared governance assumes participation.  A member of the College community who, for whatever reason, does not avail themselves of the opportunity to provide input and subsequently expresses objection violates the principle and intent of shared governance.

 

No decision is likely to satisfy everyone.  Disagreement with any particular decision does not mean shared governance has failed.  Rather, that is how shared governance works.

 

Finally, shared governance does not imply that every decision must pass through the shared governance process.  Decisions implementing policy are not shared governance items under most circumstances.  The president implements policy as a component of his/her ongoing responsibilities.  Actions and decisions by the president and administration of the college in the exercise of management responsibilities are not routinely a matter of shared governance.
