SELF-STUDY STEERING COMMITTEE
October 19, 1999, 2:02--4:35 p.m., VB-170
Attending: John M. Crisp, Mike Gadell, Homer Garza, Noe Guerra, Dolores Huerta, Mattie Marcum, William Mareth, Mary Peña, Jim Pierce (Chair), Lisa Welch.
Not Attending: Vickie Natale.
Closure Meeting: Chair Jim Pierce mentioned the closure meetings that are being planned for the development of the Addendum to the Self-Study and said that he would pass along more information as it becomes available.
Printing: John M. Crisp said that requests for quotes for the printing of the lengthier version of the Self-Study Report were out and that the quotes were expected back on the 19th. One had already come in. In short, he announced, the contracting for the printing is on schedule.
Continuation of the Review of Learning Resources Draft: Lisa Welch continued to lead the Committee through a review of the Learning Resources draft, during the course of which the following points were raised:
- A number of surface errors were pointed out and duly noted.
- Under the imperative that begins "Cooperative agreements must be formalized...": Pierce mentioned that the finding on this one had been changed from compliance to noncompliance and that a recommendation had been produced.
- Under the imperative that begins "For distance learning activities, an institution must...": Change the recommendation to a suggestion. Finding will be "Compliance with Suggestion."
- Under the imperative that begins "When formal agreements are established...": Pierce read a revised response that pointed out that students in distance learning courses are ordinarily required to come to campus from time to time. Gadell asked if students at the Alice site have DMC student I.D.s and Noe Guerra said that they do. The finding is changed from noncompliance to compliance.
- Under the imperative that begins "To support its curriculum...": A discussion of the various types of labs at Del Mar ensued, and the Committee agreed to provide an example of the types, rather than a listing of them all.
Review of Institutional Effectiveness Draft: Mike Gadell led the Committee through a review of the Institutional Effectiveness draft, during the course of which the following points were raised:
- Gadell pointed out that the draft has twelve "must"s and seven "should"s; seventeen are in compliance, with two recommendations and one suggestion.
- A number of surface errors were pointed out and duly noted.
- Gadell asked whether unit plans were used prior to 1989. Crisp said that collections of documents resembling unit plans had been discovered dating back to 1985 or so.
- Gadell pointed out that the chair of the P.I.E. Council is the Dean of Administrative Services.
- Pierce suggested adding a reference to budget in the discussion of unit plans.
- Under the imperative that begins "The institution must define its expected...": Gadell questioned the extent to which strategic planning was "in place" in 1985; the wording will be tempered in the direction of accuracy.
- Under the imperative that begins "The evaluation of academic programs...": Pierce suggested that the response should include not only data-gathering, but analysis, as well.
- Under the imperative that begins "The institution must evaluate...": Pierce and Gadell suggested that the evaluation aspect of the response be "beefed up."
- Under the imperative that begins "The institution must demonstrate planning...": After considerable discussion, the Steering Committee agreed that the finding should be changing from compliance to noncompliance, since many administrative and educational support service units do not have clearly defined, written purposes and goals. The "should" statement that follows the "must" statement will be joined with it. The recommendation will include the idea of implementing a program similar to program reviews for non-instructional areas.
- Under the imperative that begins "[Institutional research] must be effective...": Enhance the discussion of analysis, as opposed to collection of data.
- Under the imperative that begins "An institution must regularly evaluate...": Change the finding from compliance to noncompliance and in the recommendation, emphasize the problem with the term "regularly."
- Under the imperative that begins "Institutions must assign administrative responsibility...": Delete the list of equipment.
Other Discussion: Pierce reminded the Committee that at the next meeting Dolores Huerta will lead the discussion of the first thirty-six "must" statements in the Educational Program draft. He reminded the Committee to review the draft for specific and general problems, but that the discussion would center around the general problems. Pierce asked Crisp how the Financial Resources draft is coming; Crisp said that the new version was posted and copies had been sent to Don Craig and Joe Alaniz and that Mattie Marcum, the draft reviewer, had been notified. Mattie Marcum asked about the upcoming visit from Dr. Frank Friedman, chair of the visting committee. Pierce said that Friedman will arriving late Thursday, November 4. He will send a list of the things he wants to do while here; a schedule will be developed. He will be leaving Friday afternoon.
Next Meeting: The Steering Committee will meet again on: Wednesday, October 20 at 2:00 p.m. in VB-170. The Committee will take up the review of the first thirty-six must statements in the Educational Program draft.
