SELF-STUDY STEERING COMMITTEE

Attending: John M. Crisp, Mike Gadell, Homer Garza, Noe Guerra, Mattie Marcum, William Mareth, Vickie Natale, Jim Pierce (Chair), Lisa Welch.
Not Attending: Dolores Huerta, Mary Peña.
Email from John Dwyer, SACS Liaison: Chair Jim Pierce distributed to the Committee and discussed a recent email from John Dwyer, Del Mar's liaison to SACS for the self-study. He referred particularly to Dwyer's discussion of the "extensive documention" required for an institution's attempt to justify a faculty member's lack of formal academic preparation. Pierce noted also that Dwyer said he is appointing a coordinator and six other members to review Educational Program at Del Mar, which brings the total number on the visiting team to 14, including Dwyer, plus two observers. Pierce said that he had also emailed Dr. Frank Friedman, the chair of the visiting committee, to see if there were others that he plans to add to the team.
I.S.D. Council Meeting: Pierce reported the following information from the I.S.D. Council meeting of October 5: The editor of the Addendum is Rachel Perkes. The initial drafts of the institutional responses to the recommendations and suggestions are due to her on October 8. She will produce a draft of the Addendum by October 25.
Review of the Faculty Draft: William Mareth led a review of the Faculty draft, during which the following points were made:
- During the course of discussion a number of surface issues (spelling, punctuation, wording) were raised and duly noted.
- In the introduction: In the line that says, "...found that Del Mar graduates exceeded the State average," clarify what average is being referred to.
- Under the imperative that begins "Recruitment and appointment procedures must be described....": Crisp asked whether, since the text says that no such procedures exist for part-time faculty, the institution is in compliance with this "must" statement. The Committee voted to keep the finding "Compliance."
- Under the imperative that begins "In exceptional cases, outstanding professional experience...": Mike Gadell suggested including the qualifier "In exceptional cases..." in the wording of the recommendation.
- Under the second imperative that begins "Each full-time and part-time faculty member teaching credit courses...": Delete the suggestion.
- Under the imperative that begins "It is the responsibility of the institution...": Delete the last sentence in the response and revise the paragraph above the finding, adding the idea that the College should have a definition of what the minimum documentation for work experience is. Another suggestion may be added to this effect for inclusion in the policy manual. Delete the last suggestion, which refers to the credentialling form.
- Under the imperative that begins "Institutions offering courses for credit through...": Include a more extended rationale for the justification of the Tech Prep program.
- Under the imperative that begins "Each institution must establish and publish...": In the second suggestion, remove the mention of the Handbook for Screening Committees, and from the text, as well.
- Under the imperative that begins "[Each institution] must also provide for...": Crisp asked whether, since the narrative says that part-time faculty are only minimally evaluated in some departments, the finding rises to the level of compliance. The Committee voted to leave the finding as compliance and to revise the suggestion.
- Under the imperative that begins "All policies regarding employment...": Remove the last sentence of the response and rewrite to say that the policy manual is "on the Internet" but not linked to the Del Mar homepage.
- Under the imperative that begins "Primary responsibility for the quality...": Delete the table and incorporate the information into the text.
The Committee will continue reviewing the Faculty draft at its next meeting, when it will continue with the imperative that begins "It must have procedures for the equitable and reasonable..."
Next Meeting: The Steering Committee will meet again on: Tuesday, October 12 at 2:00 p.m. in VB-170. The Committee will continue with the review of the Faculty draft, will review the Introduction and Section I, and will review faculty personnel files. The drafts of the Introduction and of Section I will be posted on the web by Thursday, October 7.
