SELF-STUDY STEERING COMMITTEE
September 21, 1999, 2:00--5:03 p.m., VB-170
Attending: John M. Crisp, Mike Gadell, Homer Garza, Noe Guerra, Dolores Huerta, Mattie Marcum, William Mareth, Vickie Natale, Mary Peña, Jim Pierce (Chair).
Not Attending: Lisa Welch.
I.S.D. Council Subcommittee: Chair Jim Pierce reported that the I.S.D. Council will meet on September 29, and that he would report to the Steering Committee at its meeting later that day regarding progress on the Addendum.
Printing: John M. Crisp reported a recent conversation with the printer, during which details of the printed report were developed, including a length of about 500 pages. He said that the printer, Grunwald Printing Co., would be faxing a quote within a few days.
Schedule of Draft Review for Upcoming Meetings: On Tuesday, September 28, Noe Guerra will finish his review of the Physical Resources draft, and then the Steering Committee will review faculty files for credentialing. On September 29 at 2:00 p.m. in VB-170, Mary Peña will lead a review of the Organization and Administration draft; Homer Garza will lead a review of the draft for Information Technology and Systems. On October 6 at 2:00 p.m. in VB-170, Bill Mareth will lead a review of the Faculty draft. That same day a person to be named later will lead a review of the Educational Support Services draft.
Next Meetings: The Steering Committee will meet again on:

Faculty Roster: Pierce mentioned that the Committee must produce, as part of the Report, a faculty roster of the faculty employed in fall of 1998, as well as another roster of the faculty employed at the time of the visiting committee's arrival.
Draft Reviews: Dolores Huerta reviewed the draft on Institutional Advancment, making the following suggestions:
- The possibility of adding an organizational chart to this area. Pierce raised the possibility of including an organizational chart based on each section in the introduction to each chapter--one for Section VI, for example--rather including a number of smaller organizational charts.
- In the third paragraph of the introduction to Institutional Advancement: the term "misappropriation of funds" may strike the reader unexpectedly; Huerta suggested adding more details from the KPMG report in this area, as well. The question was raised: was this a regularly scheduled audit? Crisp will check on this.
- Concerning the suggestion under the introduction: at the end of it, add "...from the Office of Development."
- On the third page, in discussions of the foundings of the Foundation and the Former Students' Association, include a reference to their Articles of Incorporation. Include with the list of documents at the end.
- Clear up the confusion regarding the scholarship committees.
- Consider including a chart indicating how funds for special projects were spent.
- Near the end of the discussion of "Development and Fund Raising": Are there minutes of the Board meeting when the Board agreed to establish the Foundation as a separate legal entity?
- Should the mission statement of the College Relations Office be added to the list of documents?
- Ensure that the Bylaws of the Former Students' Associations is on the document list.
- Under the imperative "Qualified persons should be responsible....": Clarify the title of the Director of College Relations and what her M.A. is in.
- Clarify that the Director of College Relations and the Director of Public Information are the same position.
- Note the unfinishedness of the response to the previous imperative.
- In the second paragraph under the imperative "The relationship between the institution and its alumni should...": temper the word "significant" a bit when describing the institution's efforts to nurture a relationship with former students.
- In the same paragraph: add "and occupational" to ..."many technical fields."
- Under the same imperative: Mike Gadell suggested making the suggestion into two, in order to correspond with the two "should"s in the imperative.
- Under the imperative "Institutions are encouraged to maintain up-to-date records....": A question about whether Del Mar is actually in compliance.
- Under the imperative "All aspects of fund raising must...": ensure that it's clear that the Director of Development and the Executive Director of the Foundation are, in this case, the same person. Also Gadell questioned whether the Foundation could be included in strategic planning if it is a separate legal entity.
- Has there ever been an evaluation of fund raising?
- Under the last imperative in the section: remove the reference to "impropriety or misuse of funds." Also, include the idea that while the Registered Student Organization Guide may include references to fund raising, the Policy Manual does not.
Mattie Marcum reviewed the draft on Special Educational Activities, making the following suggestions:
- Under the imperative "Further, an institution must...": in the third paragraph, last sentence, delete all after the word "learning," and add: "have not been completed."
- Under the imperative "For outreach and service programs, an institution must provide the resources and services necessary...": there is probably a lack of overall coordination and provision of services for all outreach sites, due to a lack of oversight and planning. The recommendation should include a reference to the lack of a comprehensive plan.
- Under the imperative "An institution must not award academic credit...": Marcum noted the reference in the suggestion regarding Section 4.2.1 of the Report, and suggested that the suggestion be written independent of the reference to elsewhere in the Report, although the reference could be included in the narrative.
- Under the first imperative under 4.9.2 Contractual Agreements: without a reference to any document, the narrative response seems weak. Pierce raised the question of whether all contracts had to go through Joe Alaniz's office.
Noe Guerrra reviewed the draft on Physical Resources, making the following suggestions:
- In the fifth paragraph of the introduction, Guerra suggested a wording modification for "completed construction." In the same paragraph, change "...those East Campus offices..." to "All East Campus student services will be housed together."
- In the last paragraph of the introduction: Guerra questioned the use of the term "small park," suggesting that the area was actually a "sewage pump." Homer Garza said small park "sounds better."
- In the first paragraph under "East Campus": delete the last part of the sentence, after "certificate programs."
- Under the lists of buildings and improvements since the last self-study, include the renovation of the library. Guerra will supply the language.
- In the last paragraph under "West Campus": parking is mentioned, but parking is not mentioned under "East Campus."
- Under the imperative "Physical resources, including buildings and equipment....": delete the entire paragraph entitled "Classroom Furnishings."
- Under the imperative "The physical environment of the institution must...": under "Temperature Control," delete the term "Both male and female students..."
- Under the imperative "Space allocated to any institutional function must...": there are three suggestions; should a suggestion regarding parking on the East Campus be included here, as well as one about additional office space?
Having run out of time, the Committee will begin with the imperative "There should be a written schedule for regular maintenance..." when it convenes on September 29.
