The story of Hair Expressions is representative of many clients that are successful government contractors. They came to the table with experience in a field that some would not necessarily see as a government need, yet through some entrepreneurial know-how, perseverance and creativity, she was able to bid on and win a Defense Department contract.
In this particular instance, Christina Elizalde, the proprietor of Hair Expressions, a barber school located on Ayers Street in Corpus Christi, came into the Procurement Technical Assistance Center located at Del Mar College with a solicitation in hand and a short time to respond. She had learned that the Navy was soon to need a local company to provide educational services in barber science. Christina had experience with teaching sailors to cut hair with a previous employer who had since gone out of business. With the assistance of the Del Mar College PTAC staff, Christina went to work on winning the contract. Christina learned from PTAC that to win a government contract, she would need to put together a proposal that addressed all the needs and requirements described in the solicitation. Great emphasis was placed narrating a proposal that assured the government that her company could meet their needs. In addition to assisting Christina with the proposal, PTAC provided assistance with the Central Contractors Registration (a contracting prerequisite), researching the Federal Acquisition Regulations, and establishing communication with the Navy Contracting Officer handling this requirement.
With the help of the Del Mar College PTAC, Christina was able to complete and submit a winning proposal to the Navy and was awarded the contract. She now is the contractor for teaching Naval Station Ingleside sailors how to cut hair; and the contract is valued over $131,650.00 over several years. The Navy is not the only source of revenue for Hair Expressions, but the income they get from this contract is an important part of the growth and stability of the company. Christina also learned from PTAC that making the government one of your customers is good, but not to make them her only customer.
